GoRoute sends and receives New Zealand e-invoices over Peppol, in the PINT A-NZ format, with your NZBN as your Peppol ID. Government agencies have had to receive eInvoices since 1 January 2026, pay 95% of them within 5 business days, and from 1 January 2027 must require large suppliers to eInvoice. New Zealand's eInvoicing rules for 2026 and 2027

The rules sit in the Government Procurement Rules and bind government agencies. They reach businesses through agency contracts: there is no B2B mandate.

1 January 2026: agencies receive and send eInvoices

Agencies that receive more than 2,000 domestic trade invoices a year must be able to receive eInvoices in their main accounts payable systems, and those that send more than 2,000 must be able to send them (Rule 44.1).

Prompt payment: 95% within 5 business days

Agencies must pay 95% of domestic trade eInvoices within 5 business days, and other domestic trade invoices within 10 business days. They report their payment times to MBIE every quarter (Rule 36).

1 January 2027: large suppliers must eInvoice

Agencies above the 2,000-invoice threshold must require their large suppliers to submit eInvoices. A large supplier has revenue over NZ$33 million in each of the two preceding accounting periods (Rule 44.2; the threshold explained).

Everyone else: voluntary, and growing fast

No business is obliged to eInvoice another business. Around 113,000 New Zealand businesses were registered for eInvoicing by July 2026, according to the Government.

NZBN, GST number and PINT A-NZ

A New Zealand Peppol invoice is identified by your NZBN, carries your GST number for tax, and follows PINT A-NZ, the specification New Zealand shares with Australia.

Your NZBN is your Peppol ID

Your 13-digit New Zealand Business Number is your participant ID under scheme 0088 and the legal registration number on every invoice. We register it on the Peppol network so any sender can find you.

Your GST number goes in the tax field

The GST number is not the Peppol ID. It appears as 9 digits under the GST tax scheme, with a leading zero added to an 8-digit number. Through the REST API you send it as your tax ID; the WooCommerce and Wix apps do not have a separate GST number field yet.

PINT A-NZ Billing and Self-billing 1.1.3

The current specification, released in May 2026: invoices, credit notes and self-billed invoices, with 15% GST and zero-rated exports (Peppol specification).

What a GST invoice must show, by value

Up to $200 Seller, date, description, amount
Over $200 Also seller's GST number and GST
Over $1,000 Also buyer's name and one identifier

Inland Revenue accepts Peppol eInvoicing as a way to provide this information (IRD). Self-billing needs no IRD approval since 1 April 2023: both parties must be GST-registered and agree to it (IRD).

New Zealand eInvoicing FAQ

Is e-invoicing mandatory in New Zealand?

There is no B2B mandate. The rules bind government agencies: since 1 January 2026, agencies that receive or send more than 2,000 domestic trade invoices a year must be able to receive and send eInvoices (Government Procurement Rule 44). From 1 January 2027, those agencies must require their large suppliers, with revenue over NZ$33 million in each of the two preceding accounting periods, to submit eInvoices.

How quickly do New Zealand government agencies pay eInvoices?

Under Government Procurement Rule 36, agencies must pay 95% of domestic trade eInvoices within 5 business days, and other domestic trade invoices within 10 business days. The rule took effect in January 2026, and agencies report their payment times to MBIE every quarter.

Is my NZBN or my GST number my Peppol ID?

Your NZBN. It is your Peppol participant ID under scheme 0088 and the legal registration number on every New Zealand Peppol invoice. Your GST number goes in the invoice's tax identifier field, as 9 digits (an 8-digit number gets a leading zero). Through the REST API you send it as your tax ID; the WooCommerce and Wix apps do not have a separate GST number field yet.

What is PINT A-NZ?

PINT A-NZ is the Peppol specification Australia and New Zealand share for e-invoices. The current versions are PINT A-NZ Billing and Self-billing 1.1.3, released in May 2026. It replaced the older A-NZ extension of Peppol BIS Billing 3.0. GoRoute sends and receives PINT A-NZ invoices, credit notes and self-billed invoices.

Does a Peppol e-invoice meet New Zealand's GST invoice rules?

Yes. Inland Revenue names Peppol eInvoicing as a valid way to provide taxable supply information. What the invoice must contain depends on its value: up to $200, the seller's name, the date, a description and the amount; over $200, also the seller's GST number and the GST amounts; over $1,000, also the buyer's name and one identifier such as their NZBN, address or email (IRD).

Do I need IRD approval for self-billing (buyer-created invoices)?

No, not since 1 April 2023. Both parties must be GST-registered and agree that only the buyer provides the taxable supply information (IRD). PINT A-NZ Self-billing carries these invoices over Peppol.

How do I start e-invoicing with GoRoute?

Create an account and test in the free sandbox. We register your NZBN on the Peppol network through our SMP, so any Peppol sender can find you. Then send through our REST API, the WooCommerce plugin or the Wix app, and receive invoices by webhook into your own system.

Is GoRoute accredited in New Zealand?

Yes. ClayDesk LLC, the company that operates GoRoute (Peppol ID POP000991), holds a Certificate of Accreditation from the New Zealand Peppol Authority (MBIE) for the Peppol Access Point and Service Metadata Publisher services, issued on 16 October 2026 and valid until 31 July 2027, and is listed on the Authority's eInvoicing Access Point providers list. It is also listed on the ATO's Peppol service provider register for Australia, so one provider covers both sides of the Tasman.

Can New Zealand businesses e-invoice Australia and other countries?

Yes. PINT A-NZ is shared with Australia, so the same invoice works on both sides of the Tasman, and the Peppol network reaches buyers in 40+ countries, including Singapore, Germany and France.
