Ireland E-Invoicing Under ViDA: 2028–2030 Roadmap and What to Build Now
Ireland e-invoicing under ViDA: the 2028–2030 roadmap, Revenue's digital reporting plans, Peppol BIS readiness, and what to build during 2026.
Last updated .
Why now, and not "wait for 2028"
Ireland's first date is now earlier than ViDA's: the Finance (No. 2) Bill 2026 proposes 1 November 2028 for the largest businesses, ahead of the 2030 ViDA cross-border digital-reporting rule. The risk in waiting is not the deadline — it is the migration cost when finance, ERP, AP/AR automation, and master data all change together under deadline pressure.
The cheaper path is to align with Peppol BIS Billing 3.0 in 2026, well before the proposed Irish dates, and absorb the ViDA changes incrementally.
What ViDA actually changes
ViDA — VAT in the Digital Age — was adopted on 11 March 2025 as Council Directive (EU) 2025/516, with two companion acts, and has three pillars. Two of them matter to Irish business directly:
- Cross-border digital reporting (DRR). From 1 July 2030, EN 16931 e-invoices become the default for intra-EU B2B supplies, which must be invoiced within 10 days of the supply, and those transactions are reported digitally to the tax authority.
- Single VAT registration + platform economy. Adjacent rule changes that simplify reporting for marketplaces and small cross-border traders.
ViDA explicitly anchors to EN 16931 as the semantic standard. That is the same standard underlying Peppol BIS Billing 3.0. Building to BIS 3.0 today is building to the EN 16931 backbone of ViDA.
What Revenue has announced, and what is now in a Bill
The Office of the Revenue Commissioners ran a public consultation on VAT modernisation from October 2023 to January 2024, and on 8 October 2025 published its implementation roadmap:
- Phase 1, 1 November 2028: VAT-registered businesses managed by Revenue's Large Corporates Division, established in Ireland — e-invoicing and real-time reporting for domestic B2B.
- Phase 2, November 2029: all VAT-registered businesses that trade within the EU.
- Phase 3, 1 July 2030: ViDA's intra-EU e-invoicing and digital reporting.
- Receiving: all businesses must be able to receive e-invoices from November 2028.
Those dates are now in the Finance (No. 2) Bill 2026, initiated on 19 October 2026. Section 51 would insert a new section 66A into the VAT Consolidation Act (structured e-invoices from 1 November 2028 for established LCD businesses, and from 1 November 2029 also for established businesses with intra-EU trade) and a new section 83A (each transaction reported to Revenue when the invoice is issued, or within 5 days for self-billing customers; a third party may transmit on the taxpayer's behalf). Every section 66A invoice would carry the customer's VAT number or a new Revenue-assigned tax reference number. It is a Bill, not law, until enacted.
On infrastructure, Revenue says the new system "will utilise various existing technical infrastructures, including the … PEPPOL framework", but it has not decided the reporting channel or published specifications. Watch the Bill through Committee and Report Stage, and the regulations that will set the reported data fields.
The technical baseline to build to
| Layer | Target |
|---|---|
| Syntax | UBL 2.1 |
| Semantic standard | EN 16931 |
| Peppol profile | Peppol BIS Billing 3.0 (+ Self-Billing 3.0 where needed) |
| Currency | EUR (default); EN 16931 §BR-CO-15 for foreign currency |
| Participant identifier scheme | 9935 (IE:VAT), the Irish VAT number — the only Irish scheme in the Peppol code list; there is no CRO scheme |
| VAT scheme | EU VAT, GB VAT for NI/GB flows |
If you operate inside Northern Ireland, the GB VAT scheme and the NI Protocol's specific treatment of B2B trade matter. Build that distinction into your master data now.
A 2026 plan that survives 2028 and 2030
Six moves, in priority order:
- Issue Peppol BIS Billing 3.0 today. Even before any Irish mandate, issue your largest customers and suppliers via Peppol. Many already accept it.
- Register your participant ID. Get on the OpenPeppol SML through your Access Point. Test the lookup.
- Implement layered validation. UBL XSD + EN 16931 + Peppol BIS 3.0 Schematrons, blocking on
error. See invoice validation errors you can prevent. - Master data. VAT IDs, CRO numbers, IBANs, currency codes correct at source.
- Archive in structured form. Keep the original UBL, not just a PDF rendering, for the full Revenue retention period.
- Plan the ViDA digital-reporting hook. Same data, same timestamps, different consumer — design the eventing layer once.
Common mistakes to avoid
- Treating Peppol as "just a transport". Peppol's value is the document semantic plus the directory plus the certified APs. Treating it as SFTP-over-HTTPS undermines the whole investment.
- Issuing PDF and "wrapping" it as UBL. The PDF is not the invoice for ViDA purposes. The structured data is.
- Outsourcing master data hygiene to the integration project. It always returns to bite later. Fix it at source.

Frequently asked questions
- When will B2B e-invoicing become mandatory in Ireland?
- Not yet in law. The Finance (No. 2) Bill 2026, initiated on 19 October 2026, would require established businesses managed by Revenue's Large Corporates Division to issue structured e-invoices to Irish businesses and public bodies from 1 November 2028, and established businesses that trade within the EU from 1 November 2029, with each transaction reported to Revenue when the invoice is issued. Revenue's roadmap adds that all businesses must be able to receive e-invoices from November 2028. Until the Bill is enacted these dates are proposals.
- Is Ireland adopting Peppol?
- For public-sector invoicing, yes — the Office of Government Procurement chose Peppol for transmitting e-invoices to public bodies. For B2B, Revenue says the new system will use existing infrastructures including the Peppol framework, but the reporting channel has not been decided and no Irish law or Revenue document names Peppol BIS Billing 3.0. The Bill requires EN 16931 in a syntax on the EU list.
- How does ViDA affect Irish exporters?
- From 1 July 2030, Council Directive (EU) 2025/516 makes EN 16931 e-invoices the default for intra-EU B2B supplies, which must be invoiced within 10 days, and starts digital reporting of those transactions. Exporters who already issue Peppol BIS invoices will need only minor changes; those still on PDF-by-email will need a full pipeline.
- What should Irish businesses build in 2026?
- Move to Peppol BIS Billing 3.0 issuance, register a Peppol participant ID, validate inbound and outbound flows against EN 16931, and align archival and master data with Revenue's reporting expectations.
- How does the ROS interact with Peppol?
- Revenue Online Service is the existing taxpayer interface. Revenue has not yet published how per-transaction reporting will be transmitted. The Bill requires the data to reach Revenue when the invoice is issued, lets a third party transmit it on the taxpayer's behalf, and leaves the data fields and the form and manner to regulations.
